The USACC Board of Trustees is a group of Americans and Azerbaijanis interested in promoting friendship, cooperation and commerce between the American people and the people of Azerbaijan. The Board of Trustees offers its recommendations to the USACC Board of Directors on all matters related to the Chambers programs and activities.

Dick Moncrief is a third generation principal in Moncrief Oil, a family-owned exploration and production company with headquarters in Fort Worth, Texas. He holds a Bachelor of Science degree in Petroleum Engineering from the University of Texas, and is a recipient of the Distinguished Engineering Graduate award. In addition to exploration and production in the U.S., Mr. Moncrief is active in the international oil and gas business through Moncrief Oil International, which obtained interests in the Kura Valley of Azerbaijan in 1997. Mr. Moncrief serves on the Board of the Amon Carter Museum, the William A. and Elizabeth B. Moncrief Foundation, the University of Texas Development Board, and is a Past-Chairman of the All-American Wildcatters.
