March 16, 2010 - Washington, D.C. - United States Azerbaijan Chamber of Commerce (USACC) hosted a breakfast seminar with Jill Stiglich about a special program on new commercial opportunity in Azerbaijan.
Ms. Stiglich is currently the principal advisor to the Director, Defense Procurement and Acquisition Policy, on Contingency Contracting policy issues. In this capacity, she serves as the Department's advocate for emergency and contingency contracting. Ms. Stiglich briefed the audience about how U.S. and Azerbaijani companies can benefit from the procurement opportunity.
In October, 2009, the President Barack Obama signed the Fiscal Year 2010 National Defense Authorization Act, which includes a section to provide temporary authority for U.S. procurement officers to limit competition to, or provide a preference for non-lethal products and services that are from countries along the Northern Distribution Network. Such products and services are to be procured in support of stabilization and reconstruction operations in Afghanistan. Procurement officers may use the temporary authority to acquire non-lethal products and services produced in Azerbaijan and the neighboring countries.
The event was moderated by Mr. Richard Douglas, Vice President of Cotecna, Inc. which joined the USACC as a regular member in 2009.
The seminar was attended by USACC member companies, as well as the representatives of the United States government and non-government organizations.
